Special consideration can be given to borrowers who require up to 12 months of forbearance.&lt;br /&gt;&lt;br /&gt;Freddie Mac will begin offering 12-month forbearance plans on Feb. 1.&lt;br /&gt;&lt;br /&gt;Delinquent borrowers and others on the verge of default are eligible for the program.&amp;nbsp;Second homes and investment properties will not be considered.&lt;br /&gt;&lt;br /&gt;Servicers must determine that a borrower has less than 12 months worth of mortgage payments in reserves and has monthly housing expenses above 31 percent&amp;nbsp;of their income before extending a forbearance plan.&lt;br /&gt;&lt;br /&gt;NOTE:&amp;nbsp; Admittedly, it can be difficult to do things we don’t want to do.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Even when we know that waiting too long will create a lot of challenges, getting started can still seem impossible. Unfortunately, when procrastinating affects your job-related tasks, it can have a negative impact on your professional career as well.&lt;br /&gt;&lt;br /&gt;So how can you kick this annoying tendency to put things off and start getting them done instead?&lt;br /&gt;&lt;br /&gt;Try these strategies:&lt;br /&gt;&lt;br /&gt;1. Schedule when you’re going to do it. Make an appointment in your calendar for the day and time you’re going to work on the task. This is far more effective than just leaving everything up in the air until the right moment seems to present itself.&lt;br /&gt;&lt;br /&gt;2. Consider scheduling just enough time to get started. A long, unpleasant task can be very difficult to start. Think, “I’m going to work on this for 20 minutes.” That’s easy enough that you should be able to sit down and get busy. Interestingly, once you get started, you’ll probably spend a lot more than 20 minutes on it. Getting starting is the tough part.&lt;br /&gt;&lt;br /&gt;Make it as easy to get started as you possibly can. &lt;br /&gt;&lt;br /&gt;3. Break the task into smaller parts. Larger tasks can seem overwhelming. By dividing the task into manageable parts, it will be psychologically easier to tackle the project. It’s easier to do 10 small things than one big thing.&lt;br /&gt;&lt;br /&gt;For example, once you’ve done five small things, you know that you’ve completed five things, instead of just starting on the one big thing without deriving any sense of accomplishment. So break that task down into smaller bites. &lt;br /&gt;&lt;br /&gt;4. Which part is the most dreaded part? Frequently, there is a small part of the task that is really holding you back. Is it possible to get someone else to take care of that part of the task for you? Can you outsource it? Many times, if someone else handles the part you dread, everything else will fall into place.&lt;br /&gt;&lt;br /&gt;5. Pick the best time to do it. We all have times of the day that we’re better at certain tasks. We have times when we’re better at concentrating, others when we’re more creative, and other times when we have more energy. What’s the proper time for you to tackle the task? Do you need quiet and privacy? Do you need access to certain people?&lt;br /&gt;&lt;br /&gt;6. Get what you need to complete it. Make a list of the tools, supplies, and resources that you’ll need to both begin and complete the task. It’s hard to get started when you know you can’t get finished.&lt;br /&gt;&lt;br /&gt;7. Reward yourself! Give yourself a reward for completing the task. You’ve earned it! It doesn’t have to be anything big, but we all like a little treat now and then. A little additional motivation never hurt anyone.&lt;br /&gt;&lt;br /&gt;Imagine how much better your life would be if you could kick the procrastination habit out the door. Unfinished tasks have a profound effect on your sense of well-being and peace of mind. Living with the stress that procrastination can cause isn’t necessary. Start using the tips above and remove the challenge of procrastination from your life. The &lt;a href="https://www.fha.com/ssl/ml/?PPCID=106&amp;amp;CID=grefbrand1&amp;amp;gclid=CMi5iKX7gawCFRBR7AodhnK7Mg"&gt;Federal Housing Finance Agency&lt;/a&gt; (&lt;span class="caps"&gt;FHFA&lt;/span&gt;) unveiled a new, revamped government mortgage refinancing program Monday. &lt;/form&gt;&lt;br /&gt;&lt;div id="articleColumn1"&gt;&lt;img border="0" height="225" src="http://www.dsnews.com/site/img/catalog/articles/harp.jpg" width="340" /&gt;&lt;br /&gt;The initiative involves a series of rule changes to the Home Affordable Refinance Program (&lt;span class="caps"&gt;HARP&lt;/span&gt;) to allow more underwater homeowners to reduce their mortgage debt by taking advantage of today’s rock-bottom interest rates. &lt;br /&gt;Mortgages backed by &lt;a href="http://www.fanniemae.com/" target="_blank"&gt;Fannie Mae&lt;/a&gt; and &lt;a href="http://www.freddiemac.com/" target="_blank"&gt;Freddie Mac&lt;/a&gt;, and originally sold to the GSEs on or before May 31, 2009 are eligible for the program. &lt;br /&gt;Under the revised &lt;span class="caps"&gt;HARP&lt;/span&gt; guidelines, the 125 percent loan-to-value (&lt;span class="caps"&gt;LTV&lt;/span&gt;) ceiling has been eliminated. Previously, only borrowers who owed up to 25 percent more than their home was worth could participate in &lt;span class="caps"&gt;HARP&lt;/span&gt;. That limitation has now been removed. The program will continue to be available to borrowers with &lt;span class="caps"&gt;LTV&lt;/span&gt; ratios above 80 percent. &lt;br /&gt;The new program enhancements address several other key aspects of &lt;span class="caps"&gt;HARP&lt;/span&gt; that industry participants say have restricted its impact, including eliminating certain risk-based fees for borrowers who refinance into shorter-term mortgages and lowering fees for other borrowers, as well as allowing mortgage insurers to automatically transfer coverage from the original loan to the new loan. &lt;br /&gt;In addition, Fannie Mae and Freddie Mac have done away with the requirement for a new property appraisal where there is a reliable &lt;span class="caps"&gt;AVM&lt;/span&gt; (automated valuation model) estimate already provided by the GSEs, and they’ve agreed to waive certain representations and warranties on loans refinanced through the program.&lt;/div&gt;&lt;div id="articleColumn2"&gt;Not only are loans eligible for &lt;span class="caps"&gt;HARP&lt;/span&gt; considered “seasoned loans,” but a refinance helps borrowers strengthen their household finances, reducing the risk they pose to the GSEs. Thus, &lt;span class="caps"&gt;FHFA&lt;/span&gt; feels reps and warranties are not necessary for some of these loans. &lt;br /&gt;With Monday’s announcement, the end date for &lt;span class="caps"&gt;HARP&lt;/span&gt; has been extended from June 30, 2012 to December 31, 2013. &lt;br /&gt;The GSEs will release program instructions to lenders by the middle of next month, and &lt;span class="caps"&gt;FHFA&lt;/span&gt; expects some lenders will be ready to accept applications by December 1. &lt;br /&gt;Since &lt;span class="caps"&gt;HARP&lt;/span&gt; was rolled out in early 2009, approximately 1 million homeowners have refinanced their mortgage loans through the program. &lt;span class="caps"&gt;FHFA&lt;/span&gt; estimates that with the revised guidelines, another 1 million will be able to take advantage of the program.&lt;br /&gt;To qualify, borrowers must be current on their mortgage payments, but government officials believe by opening &lt;span class="caps"&gt;HARP&lt;/span&gt; up to more homeowners with higher thresholds of negative equity, it will help to prevent foreclosures by erasing the primary motivation behind strategic defaults. &lt;br /&gt;Economists at the University of Chicago Booth School of Business estimate that roughly 35 percent of mortgage defaults are strategic. Numerous industry studies have found that homeowners who owe significantly more than their home is worth are more likely to throw in the towel and walk away from their mortgage debt even if they have the ability to continue making their payments. &lt;br /&gt;“We anticipate that the package of improvements being made to &lt;span class="caps"&gt;HARP&lt;/span&gt; will reduce the Enterprises credit risk, bring greater stability to mortgage markets, and reduce foreclosure risks,” &lt;span class="caps"&gt;FHFA&lt;/span&gt; stated in its announcement Monday. &lt;br /&gt;Fannie Mae and Freddie Mac also released statements in response to the announcement. &lt;br /&gt;Michael J. Williams, Fannie Mae’s president and &lt;span class="caps"&gt;CEO&lt;/span&gt;, called the program a “welcome development.” &lt;br /&gt;“By removing some of the impediments to refinance, lenders can more easily participate in the program allowing more eligible homeowners to take advantage of the low interest rates,” Williams stated.&lt;br /&gt;Charles E. Texas home prices fared better, but Real Estate Center Research Economist Dr. Jim Gaines said market stress is beginning to show.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: Arial;"&gt;"Texas’ seasonally adjusted&amp;nbsp;purchase-only HPI increased a slight 0.3 percent&amp;nbsp;from first quarter 2011, the first quarterly positive change after three consecutive quarterly declines," Gaines said. "On an annual basis, the index declined 1.9 percent&amp;nbsp;since second quarter 2010, the third straight quarter with a year-over-year fall.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: Arial;"&gt;"Since peaking in fourth quarter 2007, Texas’ seasonally adjusted&amp;nbsp;purchase-only index is down only 1.6 percent&amp;nbsp;compared&amp;nbsp;with the national 20 percent&amp;nbsp;drop. This overall drop&amp;nbsp;indicates the relative stability of prices in Texas while much of the rest of the country has been struggling with significant value declines."&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: Arial;"&gt;Gaines said Texas’ seasonally adjusted "expanded-data" index (EDI) indicated home values&amp;nbsp;here declined 1.4 percent&amp;nbsp;from the first quarter, continuing a trend of decline in five out of the previous six quarters. The state’s EDI fell 3.1 percent&amp;nbsp;from second quarter 2010, the fourth consecutive year-over-year decline in the index.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: Arial;"&gt;"Still, as with the standard index measures, the overall change in Texas home values indicated by the EDI since the market peaked in 2007 is significantly better," Gaines said.
